Gale likes curiosity, interest in magic, solving problems with words instead of violence, and — perhaps most importantly — you need to give him magical artifacts. All of this makes him fairly easy to gain approval with if you’re running as a morally good character. Like other romances, your first step is raising approval with Gale through those actions.
Once your approval is high enough, back at camp you’ll see Gale conjuring an image of the Weave. This is a romance event, so you want to show interest and try to join him in trying to connect with the Weave. Tell him he’s a good teacher and choose to hold onto the moment.
This leads you to a point where you have several options, and to stay on his romance path, you need to select either imagining kissing him or holding hands. As you can see from the image below, the other options aren’t exactly romantic.
From here, you’ll want to keep gaining his approval in the same ways. You can have a conversation about your shared moment with the Weave, but other than that, it’s a waiting game at this point because Gale will be the one to initiate the next romantic moment. You’ll see a projection of Gale, and talking to him will lead to him inviting you to a night of romance.
Progressing with Gale past Act 1 is a matter of continuing to make moral choices and to reciprocate his affection in those moments. It really is as simple as that, but make sure to take Long Rests often to continue progressing your companion relations.
