High Priority Laws
These laws are essential and should be acquired as soon as possible. Because of how the politics mechanics work in Frostpunk 2, some may be hard to acquire right from the start. Regardless, the order in which you unlock them doesn’t matter, so long as you unlock them first.
- Service Exemptions – Increases your Heatstamp gain by a slight margin.
- Dutiful Youth – Decreases crime as well as increasing the number of available workers. Also unlocks the Youth Volunteer Duty ability.
- Family Apprenticeship – Increases the number of active workers.
- Paid Essentials – Increases your Heatstamp gain and overall production efficiency.
- Unproductive Do Maintenance – Decreases your overall Materials demand and increases production efficiency.
- Harvesting Funerals – Gives you a research time boost and decreases disease.
All of these laws offer positive effects. Just be mindful of the events that are tied to them, as they can potentially boost or remove some of their desirable effects.
Average Priority Laws
Average priority laws are great to have but are not essential right from the start. You should unlock them eventually, as they can be quite powerful in certain instances; they’re just not that important to rush.
- Heat Recycling – Decreases heat demand in housing districts but increases your overall disease chance.
- Guided Voting – Unlocks the Guided Voting ability that makes it easier for you to pass laws in the future.
- Durable Goods – Decreases your overall goods demand.
- Supported Quarantine – Greatly reduces disease chances but also takes up a large part of your available housing.
- Efficiency Bonuses – Slightly increases your production efficiency.
- Weather-Adjusted Shifts – Decreases the head demand in every district type except for housing, slightly reduces disease chance, but also reduces overall productivity.
Some of these laws may be contentious among your populace. You’ll likely receive requests to remove them from time to time. Don’t do it unless your relationship with a significant faction gets too low.
Low Priority Laws
Enact these laws only if you have nothing better to enact or if a specific party is giving you trouble with one of the laws mentioned in the previous categories.
- Guard Enforcers – Unlocks the Quell Protest ability to deal with protests and the Mobilise Watchtower Squads ability to deal with crime.
- Chemical Additives – Increases overall food production efficiency while also increasing disease chance.
- Mechanised Scouts – Decreases the exploration time of your scout teams.
